You could do a really fun camping party. Have the girls bring their sleeping bags for a sleep over, make smores, ghost stories around the campfire (fireplace) and you could even make t-shirts with your daughter's name on them (i.e. Teddy's Campsite)

We just did a fashion show party for my niece. Guest came in dresses. We bought dollar store father boas, make up, dress up gloves and hats for each girl. Made a runway out of flattened cardboard boxes and placed a sparkley fabric in the door way. Pics were taken of all the girls walking the cat walk and red carpet style in front of the back drop. Printed the photos from the computer to send home with the guests. Cake was made by us and frosted to match the purple fabric backdrop by dying white fronting with food coloring. Put a big star in the center with bday girls name and little stars around it with the other girls names. Goodies bags were black paper we used gold foil pen to put stars and the guest names on them. The girls had a blast being "stars" for the day.

I know you aren't keen on a house party, but that is the most frugal way to go. The theme on the party would depend on your daughter's interest. You could do a baking party, and then all the guests could take home some sweet treats! Or you could do a movie party. Have individual bags for their popcorn, and let them choose the movie, and any other snacks they would like. There is also the idea of a pamper party. Where basically, all the girls get their nails panted, you could do mini facials, pedicures, manicures the works!
